I don't know how to fix it other than that, but it may have something to do with OptiFine being incomplete or something. I turned it off on my game, but since it hasn't rained in game since then, I'm not sure I'd it worked. The only fix I know of is to go to the settings and turn off force water puddles and/ whatever related settings you can find for it. What's happening is that it's somehow missing a texture for the puddles, bloom is generating off of that bright purple placeholder texture, and since the rain puddles are everywhere the whole screen gets wickedly bright. In the screenshots for the shader that I use it showed a bunch of cool rain effects like pools and puddles if water and other things. It's a random glitch caused by a shader when it tries to put puddles on everything.
